The first thing congress should do when they return is to pass a law requiring all uniform law enforcement officers including federal, like border patrol, and TSA to wear body cams. The law should have penalties should the cam be turned off intentionally and the devise able to tell if a malfunction occurred. No matter if its billions it is worth ever penny

Like most things, it depends. I wasn't there, but I can imagine where a tiny infant not on solids or formula, changed inside a booth by skillful parents, would not be an issue.
