DOWN ON THE FARM--Inmates from the Carroll County Corrections collects about 50 eggs each day and harvest vegetables from a nearby farm to help off-set food cost at the county jail. While just as affected by the recession and the real estate bust, Carroll County managed to balance its budget this year, overcoming a massive deficit, without raising taxes or cutting services.
