LOW WATER MARK--Atlanta Rowing Club member Peggy Powell cautiously navigates her boat between a large sand bar and the shore during an outing Thursday July 5, 2012 on the Chattahoochee River. She was watching out for logs, which can puncture and seriously damage a boat. Rowers along the river are disturbed by what has become a common occurrence: wild changes in stream levels that can strand a boat on a sandbar or deluge another with racing rapids.
