LOCKING UP--Sgt. Scott Farron uses a key on a new lock Tuesday, May 15, 2012 that guards at the Fulton County Jail hope will replace unreliable lock. The jail has such shoddy door locks that inmates can jam them with soap, toilet paper, shards of cloth or other trash and leave their cells at will. County officials have been warned repeatedly about the problem, but they've put off spending money to fix it. Replacing more than 3,000 locks is estimated to cost $6.5 million.
